Is wearing eyeliner only weird?

i only wear brown eyeliner and mascara. i hate wearing foundation, i've acne prone skin, but it's looking better and my skin is slightly tanned so my skin's looking good. but is it normal to have really nice made up eyes and just no foundation? i've heard this girl asking this other girl if she was wearing foundation under that blusher (it looks like she wasn't) and then the girl said yeah she was, and then the other girl was like "oh ok, good! it would have been weird if you didn't"
